Acted as the solutioning bridge between business development and technical teams, leading end-to-end solution design and technical proposals for Central/State Government and PSU RFPs. Interpreted complex RFPs, ensured full compliance with evaluation criteria and government IT guidelines, and drove high-quality, risk-mitigated submissions through strong partner coordination and governance, enabling smooth transition from bid to delivery.

About This Role

Key Responsibilities

  • Act as the solutioning interface between BD and technical teams for Government and PSU bids.
  • Analyze and interpret RFPs from Central/State Government bodies, PSUs, and statutory authorities, covering SoW, eligibility, and evaluation criteria (QCBS/QBS/L1/L2).
  • Lead solution design and technical proposal development, ensuring compliance with RFP clauses, Government IT guidelines, and evaluation parameters.
  • Design end-to-end solutions including architecture, security, scalability, hosting, and implementation plans, aligned to scoring criteria.
  • Support bid strategy, pre-bid queries, clarifications, and amendment analysis to maximize technical scores and mitigate risks.
  • Build and manage a partner/vendor ecosystem, coordinating inputs, effort estimates, timelines, and compliant consortium models.
  • Collaborate with project and delivery teams to ensure solution feasibility, accurate estimations, and smooth pre- to post-award transition.
  • Ensure high-quality, error-free submissions with fast turnaround, strong governance, reusable templates, and zero critical compliance gaps.

Desired Qualification

  • B.Tech – Computer Science.
  • MBA – Marketing / IT preferred.
  • PMP, Agile, or Architecture certifications preferred.

7+ years of experience

Expected competencies

  • Hands-on experience in responding to large-scale Government RFPs.
  • Strong understanding of QCBS / L1 / hybrid evaluation models.
  • Compliance matrices and deviation management.
  • Consortium and OEM-based bidding.
  • Excellent documentation, analytical, and stakeholder management skills.
  • Ability to manage multiple parallel proposals / bids under tight timelines.
